About the Opportunity – Manager Core Business Applications

WorkCover Queensland is undertaking a multi-year transformation to modernise and strengthen the technology that underpins workers’ compensation across the state. At the centre of this effort are our core business insurance applications and platforms, including claims management, policy administration, injury management, and document and correspondence management platforms. These applications and systems must operate with high reliability, strong governance, and continual evolution to meet changing business, regulatory, and customer expectations.

Reporting to the Head of Core Business Applications and operating as a member of the Core Business Applications Portfolio Leadership Team, the Manager Core Business Applications provides leadership and service delivery oversight of mission-critical insurance applications that support end-to-end claims and policy lifecycle management, enabling effective return to work outcomes for Queensland employers and injured workers.

You will lead the build, ownership, and running of the core business insurance applications, establishing strong service delivery foundations while supporting ongoing modernisation and uplift. You will focus on the stability, performance, integration, and scalability of core platforms that underpin claims and policy operations, enabling streamlined processes, consistent customer experiences, and improved decision support for claims teams. Operating within a multi-year transformation context, you will advance service maturity and embed sustainable processes, frameworks, and practices across in-house, SaaS, and managed service environments.

This role operates at the intersection of strategy and execution. It requires balancing platform stability with innovation, managing vendor and internal delivery performance, and aligning technology outcomes with business priorities in a complex, highly regulated environment, while leading hybrid, multi-disciplinary teams to deliver measurable impact.

In this role, you will:

  • Lead the delivery of the roadmap for core business insurance applications, including claims management, policy administration, injury management and supporting platforms
  • Oversee end-to-end technical service delivery for core business applications, including operational support and incident, problem, change, and release management.
  • Lead cross-functional teams and vendor partners, embedding ITIL-aligned and DevOps practices to maintain resilience, security, and high-quality service outcomes.
  • Drive modernisation initiatives, continuous improvement, and enhancement planning across both in-house engineered and SaaS applications.
  • Build strong partnerships with business stakeholders, prioritising demand, balancing competing initiatives, and delivering measurable business value.
  • Ensure compliance with regulatory, data security, and governance requirements, including disaster recovery and business continuity obligations.

About You

You’ll be a senior technical and service delivery leader with deep experience running core business application portfolios, ideally within insurance or financial services. You excel in low maturity, scaling environments, navigating ambiguity and multi-year transformation programs that require balancing operational stability with innovation, leading hybrid, multidisciplinary teams across in-house, SaaS and managed service delivery models to deliver measurable outcomes in complex, regulated settings.

You’ll bring:

  • Proven experience delivering and optimising enterprise-critical business applications, including claims management, policy administration, and injury or case management systems, supported by platforms such as document management, correspondence management, workflow, or BPM, within regulated environments such as insurance, financial services, or similar sectors.
  • Hands-on experience managing the full application lifecycle, from operational support and maintenance through enhancements and optimisation, ensuring reliability, performance, usability, and fit-for-purpose capability.
  • Proven experience standing up and running core business application functions from inception through to stable, high-performing operations, across hybrid in-house and vendor or managed service models, embedding great leadership, culture, capability, and sustainable practices.
  • Expertise in ITIL-aligned service delivery, DevOps practices, and iterative delivery approaches, driving operational excellence and continuous improvement.
  • Practical experience in vendor, financial, and risk management, with strong stakeholder engagement and influencing skills to deliver outcomes across senior leadership and governance forums.
  • Experience in disaster recovery, business continuity, and operational resilience, ensuring continuity of critical services mitigating disruptions to core business applications
  • Proven ability to develop workforce and capability strategies, mentoring and upskilling teams to embed sustainable high-performing practices.

This role will suit seasoned leaders who may have worked as Service Delivery Manager, Applications or Platforms Operations Delivery Manager, or Technical Delivery Manager, or in similar roles leading core insurance or enterprise business applications.
